Will someone explain the forehead-band to me? I'm seeing it all over the place, and I don't get it!

Admittedly, some are worse than others, but to me it just seems like part of a Halloween outfit? Sorry.

Even a few of the fashion bloggers I follow are keeping up with this trend.
